Contemporary studies on Japanese Science and Technology (S&T) policies predominantly examine the limitations of intersectoral efforts to overcome the country's developmental stagnation, while overlooking the distinctive institutional and policy features of the public-private symbiosis. This paper examines the Science and Technology Basic Plan (1996-2025), assessing the main reasons and purposes behind the gradual institutionalisation of public-private cooperation and their shift from sectoral to social and national development goals. To evaluate their effectiveness, the tasks, policies, and outcomes documented in the available annual integrated innovation strategies (2016-2024), are compared. With regard to intersectoral priority areas, four main stages are identified: strengthening structural links (within government-university-corporate frameworks) (2016 - 2017); societal transformation (2018); crisis response (2019-20); and strategic autonomy (22-24). Based on their frequency, a typology of policies is constructed, with joint public-private research and development, fiscal incentives, and technology transfer regulation being the most common. It is concluded that Japanese state and corporate intervention effectively influence private R&D investments, particularly in critical areas, but the scope of their technological policies is constrained by key stakeholders' ability to increase knowledge demand in the short term. Consequently, Japanese S&T policies have adopted short-term, problem-driven interventions, with more concrete goals, but have so far been unable to overcome regulatory bottlenecks, uneven participation of small and medium-sized enterprises, and persistent shortages of human capital, which limit the nation's overall innovation scalability. Based on the objectives and challenges outlined in both the Basic Plans and integrated innovation strategies, this study provides policy recommendations for dynamic regulation.
